har ek baat pe kahte ho tum ki tuu kyaa hai
tumhii.n kaho ki ye andaaz-e-guftuguu kyaa hai

Meaning
To everything that I say, you retort,
“Who the hell are you?”
You yourself tell me what sort of a
way of communicating is this?
Explanation/Comment:
The meaning is obvious.
There are some people who perennially look down on others, or their opinion. Or one particular person is derided and made to shut up all the time.
Statements like, “Who do you think you are?”, or, “Who the hell are you?” are spoken as rebuke and insult.
To such as these, Ghalib politely asks, “You yourself tell me what sort of a communication is this?”
It by any chance you have such an Insulting way of talking, or treat some one person in this way, Ghalib tells you to pause and reflect if you are being civil in your conduct.
